November 16 - 27, 2015 – Presentations if necessary

January 1, 2016 – Contract Start Date

COWIC is seeking qualified quotes from experienced educators, trainer(s) and/or facilitator(s) with knowledge and experience in workforce development training. The selected candidate(s) will serve as an independent contractor(s) and may facilitate COWIC Work Readiness curriculum(s) and/or workshops for adult, youth and dislocated job seekers.  Topics may include:

  • Resume How To’s
  • Interviewing To Get the Job, How To Keep It
  • Financial Literacy / Money Management
  • Teamwork & Collaboration
  • Personal Development
  • Entrepreneurial Training
  • Basic Computer Skills
  • Navigating Online Applications / Employment Websites

All workshops use a standardized curriculum, provided by COWIC.  At the request of COWIC trainer(s) and/or facilitator(s) may be requested to develop customized workshops and/or curriculum.  The contract will be awarded on a fee for service basis with a six month term. Contracts are subject to funding availability and performance.

Any oral communications will be considered unofficial and non-binding on COWIC.  Any questions will be answered via email and will be submitted to all respondents. It is the responsibility of the individual to check their emails for any amendments or Q & A’s to this RFQ. All questions and answers related to this RFQ will be posted on COWIC’s website.

Questions & Answers

Q: Is it necessary for me to submit a Pre-Qualification For Potential Bidders application? It appears this application is directed to corporate vendors.
A: Yes, you must complete the vendor Pre-Qualification For Potential Bidders forms.  You may respond with a written “N/A” to the questions that do not apply to you and use your personal SSN in lieu of the EIN on the W9 form.

Q: Would COWIC be willing to contract with an agency that would provide a trainer who meets all of the required criteria?
A: In response to the question regarding COWIC contracting with agencies that provide trainers, yes, COWIC will contract with qualified firms and/or individuals whose talent(s) and experience meets the needs of our organization.

Q: The RFQ states “must be able to travel.” Is this local travel – what would the range be?
A: Must be able to travel within Franklin County.

Q: Do training classes take place out in the community, at COWIC, or our location?
A: Training  is primarily conducted at our facility, but may be conducted in the community (on an as needed basis).

Q: Are we responsible for recruiting participants?
A: No.  The Trainer / Facilitator will not be responsible for any recruitment efforts.

Q: Are the time commitments within a typical 9 a.m. to 5 p.m. work day?
A: The majority of that training session will be held during normal business hours.

Q: How many training projects would we expect during that six months?
A: Training and Facilitation are scheduled on an as needed basis.

Q: Would we be looking at 40 hour work weeks consistently?
A: Training and Facilitation are scheduled on an as needed basis.

Q: Regarding the pre-bidder qualification information, is that information due the same time that the RFQ is – November 9th?
A: Yes, the Pre-Bidder Qualification form is due on or before the November 9th deadline.
